We, as concerned citizens, including parents, grandparents, students, teachers, religious, community, and business leaders, petition the Tucson Unified School District (TUSD) to:

  1. Respect parental rights by posting to the TUSD website for public review and input, any new or revised sex education curriculum in its entirety, including any supplemental materials, at least 60 days BEFORE voting on the adoption of any such curriculum or instructional materials.
  1. Ensure no sex education materials that could be construed to normalize or condone sexual conduct (whether heterosexual or homosexual) between children of minor age be adopted for TUSD. 
  1. Ensure highly controversial elements related to sex education be removed from all TUSD curriculum, including all materials or instruction related to sexual orientation or controversial and unscientific gender identity theory—issues that divide our TUSD community.

While parents have the right to opt out their children, if TUSD adopts a controversial curriculum, many parents will feel forced to explore other options, including leaving TUSD public schools for charter schools, private schools or homeschooling.

 

We further assert that divisive issues should be addressed outside of the schools or by families in their homes.

Read Petition Background

The Tucson Unified School District (TUSD) Board will soon be voting to adopt a highly controversial new sex education curriculum, which they are describing as just an “update” of TUSD’s current abstinence curriculum.

 

Yet an Arizona Daily Star article reveals that the new curriculum will teach, among other things, highly controversial gender identity ideology. According to the article this will be done “by using less hetero-normative and gender-normative language” and that “language used in the curriculum would also be more gender-neutral, utilizing they-them pronouns throughout the lessons instead of gendered he/his and she/her pronouns.”

 

The sex education advisory committee held a meeting inviting public comment on the proposed sex education curriculum; however, the meeting was a sham as they did not make the curriculum available for public review before inviting public comment on it.

 

Approximately 70 members of the community, both youth and adults, showed up to comment, attacking the current abstinence-based sex education and demanding a “comprehensive sexuality education” (CSE) curriculum that reflects the sex lives and identities of LGBTQ students. About a third of the comments opposed the controversial CSE approach for any new curriculum (see documentation on the harmful nature of CSE curricula at StopCSE.org) and respectfully requested that the proposed new curriculum be made available for public review well in advance of any board vote.

 

Even though the sex education advisory committee has been working on this curriculum for over three years, the Board’s plan was to post the curriculum for public view only 24 hours before a scheduled vote by the Board to adopt it on July 23.

 

Subsequently, at the most recent general TUSD Board meeting on July 9, about twenty concerned members of the TUSD community also gave public testimonies, protesting the lack of transparency and the short time frame for public review before a Board vote on the new curriculum. In response, Dr. Trujillo, TUSD Superintendent, agreed to postpone the sex ed curriculum vote scheduled for July 23, stating that TUSD had no formal rules outlining the process for public review and adoption of sex education curriculum.

 

The superintendent now wants members of the TUSD community to comment at the upcoming July 23 meeting regarding what kind of Board process should be established for the adoption of sex education materials.

Call to Action to Protect TUSD Students

 

We need you to take the following critical steps to protect our TUSD children!

 

  1. Sign the “Protect TUSD Children” petition and encourage as many other TUSD citizens as possible to also sign it online.

 

  1. Come to the next TUSD board meeting and bring your neighbors and friends:

a. Establish a rule that would give the public 60 days to review and comment on any new curriculum BEFORE it is voted on by the Board.

Ask the TUSD board to ensure that all TUSD sex education materials will:

 

  • Be in accordance with the AZ Board of Education rules and regulations (AZ Admin. Code R7-2-303) establishing that all sex education shall promote abstinence as the expected standard for Arizona students.

 

  • Discourage sexual conduct between children of minor age in line with Arizona’s age of sexual consent law (ARS 13-1405) that prohibits sexual intercourse or oral genital contact among minors.

 

  • Exclude any curriculum elements that normalize sexual acts or behaviors (heterosexual or homosexual) among children of minor age.

 

  • Respectfully state that the controversial issues that some in the community are demanding be included the curriculum (i.e., gender identity, sexual orientation, masturbation, anal and oral sex, and more) should not be forced on all TUSD children, and that doing so would cause many to have to opt out and miss the important basic sex education that every child can benefit from.

 

  • Remind those who want their children to be taught controversial issues in the schools that they can teach their children regarding such topics in their own home.

 

  • Request the Board adopt a unifying curriculum focused on healthy relationships, good communication, refusal skills, and delaying sexual debut until adulthood that the entire TUSD community can embrace and that all students could benefit from, while allowing families to address the controversial and polarizing issues at home.

 

  • State that the role of schools is to help children learn how to think, not what to think. Schools should not be in the business of forcing controversial, political and unscientific ideologies on children.

 

  • Refer to any of the facts on the Sex Education Fact Sheet including the facts that less teens, not more, in the U.S. are having sex, and many who have had sex wish they had waited longer.
